The mayor of Kyiv, Vitali Klitschko, uncontestedly designated UAH 359 million to a little-known company for the construction of a transport interchange on the Velyka Okruzhna Road: on the section from Marshal Rokossovsky avenue to Bohatyrska street.

The basis is the order of the Kyiv city state administration from September 8, 2008 No. 1225, "On the construction of Velyka Okruzhna Road on the site from Rokossovsky street to Bogatyrska street in Obolonsky district "," the Construction Directorate for the Construction of

Road Transport Facilities in Kyiv was named as the acquirer for the construction.

By order of the Kyiv City State Administration dated February 7, 2019 No. 355, based on the expert report of the State Enterprise Ukrgosstroyexpertiza dated 10.10.2018 No. 00-1296-18 / PB, the project was approved. The estimated cost of the object in accordance with the expert report of SE “Ukrgosstroyexpertiza” dated 10.10.2018 No. 00-1296-18 / PB is UAH 1125.5 thousand.

According to the general contract agreement No. 10/03-16 of 03/10/2016, the contract price of the work is dynamic, agreed upon by the parties, and amounts to UAH 718.8 million, including 20% ​​VAT - UAH 119.8 million.

In the course of the work, it became necessary to carry out additional construction work determined by the project and approved by the order of the Kyiv City State Administration dated 07.02.2019 No. 355 on the basis of the expert report of the State Enterprise Ukrgosstroyexpertiza dated 10.10.2018 No. 00-1296-18 / PB, namely:

• arrangement of exits from Velyka Okruzhna Road to the local passages of housing complex "Ministersky";

• replacement of the embankment base: replacement of unsuitable soil with inclusions of household and construction waste. During the suspension of works from 2001 to 2018 an unauthorized landfill appeared on the construction site, which was turned into actively used disposal site for household and construction waste on the city borders. In connection with the intensive construction of Minsky residential area (HC Ministersky, HC Yaskravy, etc.), the volumes of the illegal landfill, in terms of construction of VOR, were quite large);

• replacement of unsuitable soil with inclusions of household and construction debris of the base of the underpass;

• project adjustment of GBS(garage building society) "Minsky" garages construction (removal from a building spot);

• arrangement of technological platforms for storage of beams of girder structures

• overpasses across the railway and Bohatyrska street;

• fastening of a pit of lattices at the device of support №№2-4 (fastening from I-beams and edged boards);

• installation of a case for water supply pipelines with a diameter of 500 mm;

• transfer of telephone sewerage, electric cables, pressure sewerage from the construction site ;

• installation and testing of pile bushes K1 and K2 under overpasses.

In addition, the lower layer of asphalt pavement with a thickness of 8 cm, in accordance with Annex G "Minimum thickness of pavement layers" GOS B.2.3.-4: 2015 the lower layer of asphalt pavement from coarse-grained asphalt concrete mixture, should be at least 10 cm. This led to a significant increase in the volume of the lower layer of coarse-grained asphalt mix.

In order to perform additional construction work, there was a need for a negotiated procurement procedure by the general contracting organization in accordance with paragraph 6 of Part 2 of Article. 35 of the Law "On Public Procurement". According to the results of the procurement, the relevant contract had to be signed.

"ECO-BUD-TRADE", which is engaged in the construction of residential and non-residential buildings, was declared to have won the contract. The company is said to be closely connected with Denis Komarnitsky who oversees Kyiv.

Initially, the company had a share capital of UAH 1 thousand and belonged to Maxim Polovko, who ran for the Kyiv City Council from "Petro Poroshenko's Bloc" Solidarity in the 2015 elections. He is also a co-owner of a number of companies: for example, Novye Osokorky LLC together with Vitaly Puziychuk, co-owner of PJSC Fundament, which is part of a group of construction companies associated with Vyacheslav Nepop, director of Zhitloinvestbud-UKB, and Mikhail Golitsa, ex- head of the department of construction and housing of the KSCA

One of his companies, Adamant Invest LLC, is listed among a number of companies to which Kyivmiskbud's shares have been illegally expropriated. In 2015, the director of "Adamant" was also Denis Komarnitsky, who became a caretaker of Kyiv from MP Tishchenko.

Recently, Komarnitsky has demanded the deputy head of the KSCA, Vyacheslav Nepop, to lobby for construction projects, threatening with criminal cases. It is worth understanding that UAH 359 million were given to Komarnitsky by Klichko in the form of tribute.

I want to believe that the Prosecutor's Office and the Ministry of Internal Affairs will pay attention to this procurement procedure, where budget money may be stolen.
