The Moldavian Business of Petro Poroshenko

I’m publishing an exclusive document confirming the involvement of Petro Poroshenko in criminal offenses in Moldova in early 2000es.

Within the last 15 years the Moldavian and Ukrainian press said it loudly and then hushed it up in silence that President Poroshenko was involved in fraudulent activity that took place on the territory of the Republic of Moldova in early 2000es. Petro Poroshenko was really buying enterprises that were going bankrupt: he purchased shares of ‘Moldavkabel’ plant, ‘Elektromash’ plant, Bendery oil extracting factory, Bendery bread baking plant, a brewery, factories Tihina and Floare and also he was a co-owner of the Transdniestrian enterprise called Moldova Steel Works (MMZ). However, it was not known for sure if Petro Poroshenko had breached the law doing his business there.

The first pieces of information about Petro Poroshenko breaking Moldavian legislation appeared in 2005 after the victory of pro-American candidate Viktor Yushchenko at the presidential elections and Poroshenko’s appointment as Head of the National Security and Defense Council of Ukraine. Holding such office, Petro Poroshenko drafted a plan for the Transdniestrian conflict resolution. The plan included legitimization of separatists and elections on the Moldavian territories that were controlled by the Russian Federation.

The press called that plan ‘The Kozak’s Plan’ by the name of Dmytro Kozak, former Deputy Head of Russia’s Presidential Administration of Volodymyr Putin. Dmytro also offered to legitimize Transdniestria (since March 23, 2014 Dmytro Kozak has been taking responsibility for the government issues connected with the acquired by the Russian Federation territories of the Republic of Crimea and Sevastopol).

However, the implementation of the plan was postponed in the interests of Chisinau due to indignation of Moldavian officials.

In response to these operations, there was certain information published by PRO EUROPA Transdniestrian Association in 2005 (apparently due to violation of agreements) and according to the published data Petro Poroshenko had something to do with the criminal schemes and illegal privatization of enterprises located on the territory of the Republic of Moldova (hereinafter referred to as RM) including the commercial center Gemeni in Chisinau. However, the official documents that could prove or refute Petro Poroshenko’s involvement in criminal cases were not provided back then.

However, in the course of our investigation we managed to get the official documentation from the Republic of Moldova that could prove the participation of Petro Poroshenko in committing a number of criminal offenses on the territory of Moldova.

I mean the documents of the National Securities Commission of the Republic of Moldova (hereinafter referred to as NSC of RM). In 2002 it revealed a number of violations by the National Investment Fund Bucuria-Privatinvest causing significant damage to Fund’s shareholders since shares of JSC Fabrica de sticlă din Chişinău, JSC Gemenii and JSC Bucuria that had been bought out were later sold to the closely associated with the Fund’s management officials at prices lower than their factual value. According to the resolution of NSC of RM, one of the tricked parties in the bargaining transactions was someone by name Kostyantyn Shuparskyi, Co-Owner of Gemeni Shopping Center that is now owned by Petro Poroshenko. Kostyantyn Shuparskyi was later killed.

Having gone through a number of deals, the shares that belonged to the killed one got under Poroshenko’s control. Criminal proceedings referring to that fact were supposedly initiated. But Petro Poroshenko managed to have them dismissed owing to good ties with Ion Morey, Supreme Security Council Secretary of the Republic of Moldova. After the criminal cases were passed to the Center for Combating Economic Crimes and Corruption, they were further dealt with by the people of the richest person in Moldova Vladimir Plahotniuc. Valentyn Mezhynskyi was among those people too. Since 2004 he’s occupied the post of Head of the Center for Combating Economic Crimes and in October 2008 he was assigned as Vice Prime Minister of Moldova.

At that time Poroshenko’s trustee Petr Madan headed Bucuria-Privatinvest Fund that was officially accused of fraud.

- Bucuria-Invest Privatization Investment Fund headed by Petro O. Poroshenko

- Bucuria-Invest Privatization Investment Fund headed by Petro O. Poroshenko

- Cofetar-Invest Privatization Investment Fund headed by Mykhaylo O. Poroshenko, brother of Petro O. Poroshenko.

Those investment companies were purchasing shares of the largest enterprises of the Republic of Moldova (JSC Gemenii, JSC Bucuria and JSC Fabrica de sticlă din Chişinău). After the purchase the shares were reregistered in the names of the closely associated officials and offshore companies. Agroprodimpex Cyprus limited and Ukrprominvest holding Ltd were in the list of those offshore companies and they were part of Ukrprominvest Group and Oakley group Limited.

Serhiy Zaytsev was the signatory from the offshore company Agroprodimpex Cyprus limited. He was a close partner of Petro Poroshenko doing joint business at the concern Ukrprominvest. Mr. Zaytsev was unofficially called an overseer of the shadow empire of POP (Petro O. Poroshenko). In particular, Petro Poroshenko was authorized to represent interests of Oakley Group Limited at the general shareholders’ meeting and the proxy for such representation had been granted by Serhiy Zaytsev. This man was also used by Petro Poroshenko as a mediating party covering him and his businesses in the Russian Federation.

Let me remind you that in 2016 Kyiv Justice Mykola Chaus was running away from NABU investigators to Moldova. He was accused of corruption and his escape was assisted by Mr. Plakhotnyuk.
