MP Aleksandr Dubinskyi initiates an audit of material and technical assistance (MTA) received from foreign partners by Ukraine. According to the report of the Auditing Chamber, our country received it in a total of $ 5.3 billion. However, the funds were used with numerous violations and abuse, which is confirmed by the existing criminal cases.
Therefore, Alexander Dubinskyi collected the signatures of 11 MPs under an appeal to the Ministry of Economic Development, Trade and Agriculture, which is responsible for the MTA, to create a working group. It must conduct an audit and review the intended use of the assistance. The appeal was sent to the Ministry of Economy. At the same time, a resolution of the Verkhovna Rada on the creation of an inter-parliamentary interim commission to investigate the theft of the MTA was registered.
The working group under the Ministry of Economy should include not only specialists of this ministry, but also other ministries and departments, as well as members of the parliament. It has the following tasks:
1. To conduct an audit of each implemented project of material and technical assistance for its effectiveness and purpose;
2. Hear out the report for each implemented MTA project.
3. Publicly report on the results of the audit.
The provision of material and technical assistance will be suspended for the duration of the audit. There is a high probability of theft of funds. Ukraine has already gone through this: funds from Ukraine’s international partners do not go to the state budget, but directly to companies or public organizations using fraudulent money laundering schemes, after which money is appropriated.
Several criminal investigations are already underway in this regard:

Several suspicious projects should be checked first of all:

• “Detecting and stopping nuclear smuggling”;
• “Technical assistance to corporate and technical reform of Naftogaz Ukraine”;
• “Economic support of Eastern Ukraine”;
• “Supporting the reform of criminal justice”;
• “Democratic self-government in Eastern Europe”;
• "Competitive economy of Ukraine";
• “Ukrainian media project”;
• “Building public trust.”
