On July 16, 2020, the Verkhovna Rada appointed the head of Ukrgasbank, Kirill Shevchenko, to the post of Chairman of the National Bank.

According to the declaration, his wife Yulia has a loan from Crystalbank for UAH 161,000. Moreover, it is said she has it for a reason. After Shevchenko's appointment, there was a circulation of information that he owns these financial institutions off the record.

It is extremely undesirable for the NBU chairman since there is an obvious conflict of interest.

Although the financial market does not doubt that Shevchenko owns and controls Crystalbank, only competent authorities can officially prove this. The official shareholders of this structure are other individuals:

• Marina Lehning - 50% of shares;

• Leonid and Oksana Grebinsky - 25% each.

The head of the Supervisory Board, Vadim Kopylov, is Marina Lehning's husband.

In the early 2000s, he worked as the First Deputy Minister of Fuel and Energy, the Chairman of the Board of NJSC Naftogaz of Ukraine.

In 2006-2007, 2010 - he was the first deputy minister of finance.

According to media reports, the Shevchenko family has a utility debt of UAH 1.2 million.

Crystalbank is buying up the assets of bankrupt banks from the Deposit Guarantee Fund and was accused by the National Bank of poor financial monitoring.

Prior to his appointment to Ukrgasbank, Shevchenko was the head of the unprofitable State Mortgage Institution, worked in the Russian Sberbank, and the Finance and Credit Bank.
