On July 17, the National Bank issued a refinancing loan to Avangard Bank, controlled by the ICU group: in the amount of UAH 200 million for up to 84 days at 6% per annum.
The main shareholders of the bank are Makar Pasenyuk and Konstantin Stetsenko.
Previously, the former head of the NBU Valeria Gontareva was also a co-owner of the bank and the group.
Avangard invests money mainly in government bonds and certificates of deposit of the National Bank at 10-15%.
The bank is also engaged in currency speculation on the interbank market.
ICU Group is the leader of trading on the Perspektiva stock exchange, where all the schemes take place.
On July 16, the day before the refinancing was issued, the Verkhovna Rada appointed the head of Ukrgasbank, Kirill Shevchenko, as the chairman of the National Bank.
Shevchenko unofficially owns Crystalbank.
